Weird electric noise in dash

Hi. First time driver. Got my self an old combo 1.7DTI 2004.
Most of it works fine on it. But one thing sort of bugs me. There is this noise in dash somewhere. And I can't figure out if it's supposed to make that noise all the time or not. It comes on once you first turn the key before it starts. The lights come on and then the noise.
And I think it keeps going while the engine runs as well.
If I didn't know any better I would say that it sounds like a fuel pump. Or something of that nature. But it definitely is coming from dashboard. To the right side area.
I will try to attach a video of the sound here.
Any ideas what it could be?

ABS pump?
I know it's not behind the dashboard but go check it because noises can be difficult to locate.

If it doesn't have ABS then you can rule that one out.

Could be one of the actuators on the heater box - is it selecting hot and cold as well as directing the air correctly when you operate the heater controls?

Yes that works well when driven for about 10 minutes as the engine heats up. There is no immediate heat coming when starting from cold. Mate said that it's how it is..
But the noise goes on regardless of if the heating or cooling is on. And it's something that requires a bit of juice because whenever I turn the key and the starter motor makes the lights dim a bit .. the noise drops a frequency a tad and once the car is running it's back to doing it's thing even when the engine is on.
At first I thought it's my fuel pump. But the actual pump lives way at the back.
