Why is it even possible to have that option? Can't ever see a scenario where you would need the display upside down.

Ok i'm fairly certain that software is too early,
i've sent a pm to @Robsey who is the top man with these little Vectra C issues, hopefully he'll see it and come on 👍

I have heard of this only once before.

The cheat in me says open up the GID casing.
There should be just enough wiggle-room to rotate the LCD panel 180°.

Programming wise - I believe that Vectra-Cs with the later 3 line display firmware cannot be programmed effectively with the early 100219a or 08-2010 software.

As you have a late interface firmware version, did you get any other software versions with your interface.?

Virtually any software version from 2011 onwards would work better.

Unfortunately - OpCom was mainly tested on Astra-H / Zafira-B, with Vectra-C often being left wanting.

If it is flashing up program display, then either the coding is incomplete or the display is not paired to the headunit.
I think your display is not paired properly.

Start programming again.
First disable anti-theft protection using the headunit. (EHU).

Check that all speed tables and variance tables are correctly configured to your car.

Repeat settings and table checks in the display (DIS).

If all is good,
Go back to EHU.
Clear all DTCs.
Then finally enable anti-theft protection to pair the display and headunit.

Everything should cycle themselves to the new settings.
And hopefully job done.
