It's probaly coked up and sticking. Get some 'Carb Cleaner' and give the throttle body a good squirt. That will dissolve some of the shite on it then try moving it. Or start the engine rev it and spray the throttle body with carb cleaner.

You could just pull the throttle lever to move the butterfly. It would be easier and safer than leaning over a running car with the revs full on to open the butterfly. The other thing to take into account is your opening the throttle with the pedal with the engine running, then squirting a flammable liquid in there which will make the engine rev even higher, possibly too high. You might be better off in the long run to remove the assembly completely and give it a thorough good scrubbing, along with making sure the ICV holes are clear as well. There are a few threads on here if you do a search that explain what to do.
