I want to buy an 1.9 Astra CDTI. The owner has just noticed that the spanner light comes on when starting the car. It goes off after a few seconds after the car is running though. Is this what should happen when there isn't a problem?

Also what exactly is this light? I can't find much information on Google.

Yes light should come on then go off after few seconds. The spanner light comes on if there is a fault with car. Say engine cooling fan does not work cause a broken wire or a faulty relay this light will come on.or If glowplugs faulty. If it goes out thats fine

It should come on when you turn the ignition on, wait a few seconds before starting the engine. If it goes out within a few seconds of the ignition being switched on its fine.

Yes.
Doesn't tell you what is current and what is historic though.

Spanner light codes don't usually show on basic off scanners would need opcom etc
Usually they aren't very specific too when opcom points more accurate

Some generic professional garage ones show different codes to my opcom and they can give basic generic "I don't know, but might be this codes.
