On my shooting truck my dash is having the same issue. I have removed it, resoldered the PCB edge connector tracks, checked all of the SMT connections and tracks except the IC and the tiny resistors yet my dials do not work unless I turn on the lights first. The earths are all good to the cluster.

I am thinking that maybe one of the caps has gone, although none are bulged. I don't think its an earth fault, I think its a positive supply issue as the dimmer for the instrument lights makes the rev counter act erratically when adjusted, and that doesn't resist the earth it works on the live feed.

Anyone got any thoughts?

I don't really want to pay a hundred quid for someone to repair the dash by changing a few pence worth of components, as there's little more anyone can do but that.
