your fan should come on when your engine get to a certain tempriture no matter what time of year it is it is the thermostate that controls how hot the engine get up to when it get up to a certain tempriture the thormostate should open and let the hot water in to the top of the radiator the water pump then makes the water flow round the engine then when all the water get to a certain tempriture the censer on the side od the radiator clicks in making the fan go round to cool the water down if your fan is not coming on and you are not over heating I sagest you check your thermostat it sounds nackerd
