How far out ?
A sat nav usually shows a true gps speed. Should be 5-7% lower than gps.

Check what tyres are on ?
Higher chance wrong size against what ecu is programmed for ?
Opcom or a good diagnostic can change it.

Only way to know is with a diagnostic to see what for that

I'm not sure what is, causing the dial to not move. Car works fine, but speed cannot be monitored by speedometer. Was working fine one minute.

Sorry my mix up.
Fuses and a good diagnostic is first check.
Some codes are hidden and don’t show on dash or cheap readers
