For the life of me I can't remember if these are shims or adjuster screws, pretty sure these are shimmed tappets. But anyhow the valve gap should be inlet 0.15mm and exhaust 0.25mm COLD

Because if they didnt give it any clearance the valves wouldnt close properly when the engine got hot. Basically what you do is measure the gap with feeler blades, if its near as dammit you leave well alone, if it is a fair way outside the tolerance, you remove the shim measure it with a micrometer, then add the amount outside of the tolerance (if the valve gap is too big) to the measurement of the shim. That gives you the new shim size. Simple really.
